Tamil Nadu's new semiconductor scheme: where local MSMEs fit in

A 15% to 25% state subsidy for chip projects. Big plants come first, but suppliers and service firms around them can win too.

In short

  • Chief Minister C. Joseph Vijay unveiled the Tamil Nadu Semiconductor Ecosystem Scheme 2026 in Chennai on 15 October.
  • Projects approved under the Centre's semiconductor programme can get an extra state subsidy of 15% to 25% of their eligible capital cost.
  • The scheme targets big projects and doesn't yet offer anything specific for MSMEs. The opportunity for small firms is in supplying and servicing those projects.

What the scheme offers

The scheme has two tracks:

  • Track 1: extra state support for projects approved under the Centre's Semicon India Programme 2.0 and the India Semiconductor Mission. The investment promotion subsidy ranges from 15% to 25% of the eligible capital cost approved by the Centre, depending on the type of project.
  • Track 2: custom incentives for projects the state considers strategically important but that central schemes don't cover.

It covers the whole chain: chip design, wafer fabrication, assembly and testing, packaging, equipment, raw materials, R&D and skills. The total outlay and the application process have not been published yet. It follows the planned Semiconductor and Electronics Park at Maduramangalam in Kancheepuram district.

Where small businesses come in

A chip or electronics plant needs hundreds of local suppliers. Precision machining, fabrication, electrical and cleanroom contractors, packaging, chemicals and gases, logistics, canteens, housekeeping, security, staffing and training all win work when a large project lands. Firms around Sriperumbudur, Oragadam and Kancheepuram are closest to the action.

How to get ready

  1. Get your basics certified. Large plants buy from vendors with ISO certification, GST and Udyam registration, and clean financial records.
  2. Build a one-page capability sheet. What you make or do, key machines, capacity, current clients and contact details. Keep it ready to send.
  3. Register on supplier portals. Watch Guidance Tamil Nadu and the large companies' vendor registration pages for openings.
  4. Train your people. Cleanroom discipline, safety and quality documentation are what separate approved vendors from the rest.
  5. Don't over-invest early. Wait for confirmed orders before buying new machines. Big projects take years to ramp up.
